If you want to draw attention away from your butt I wouldn't invest too much in high waistlines. Try buying tops that end at your hip, and bottoms with lower waistlines. High waistlines and crop tops draw more attention to that area. Try wearing solid, dark colors for your bottoms. You can draw attention to your upper half if you wear brighter colors or patterns on the top instead of the bottom. Skater skirts or any skirts that flare would also be nice for your body type.

Being fashionable also doesn't always have to equal expensive. Online stores like Boohoo and Tobi are great inexpensive stores with great clothing options. When you sign up for Tobi, you get a 50% off code for your first order which is nice. I'm not sure what kind of style you're interested in, as tumblr has pictures of almost every single one, but I'm in almost the same situation as you are. Lately I've been a bit bored with all of my outfits. I know lately the clueless style has been in, and over the knee socks are becoming a big hit. If you're into an edgier style, Yayer, Wasteland, H&M, and even Forever 21 have clothing like that. If you're more into a more classier look, Topshop and Zara are great. Australian brands are also quite unique and fun. Princess Polly is a good store with Australian brands (it ships worldwide). They have really cool patterns and designs on their clothing.

PLNDR also carries a lot of brands for way cheaper than you would buy them for at any other store, you have to put in your email in and sign up but it's a really nice site.

*Tip - If you like certain stores or brands (even the more expensive ones), search ebay for items in your size. It's a great way to get clothing for cheap. I've done it for shorts, backpacks, tops, etc. Just make sure you know your size before buying!

For your face, you can't change it. If you have a round face, embrace it! If you don't want to wear makeup then don't bother with it. Once you start wearing it you'll feel uncomfortable without it. If your shiny nose is a problem, buy some powder foundation and just put a tiny bit on. You won't look completely fake, if you buy the right color it won't even be noticeable.
